Lottery Overview:
Students will be admitted to VISTA through a random selection process or lottery as required by the State of Utah. All students wishing to participate in the lottery must register in the pre-lottery enrollment database on the Vista website (www.vistautah.com) prior to each lottery. Duplicate records will be eliminated so please register only once. The lottery selection is random, meaning no preference is given to the order of registration in the enrollment database. Preference is given to students of the school’s founding families.
Once a student is selected, you MUST provide a full registration packet to the school prior to the registration deadlines or your student’s seat will be surrendered. Siblings of students selected in the lottery are automatically selected provided there are still seats available in their class and must submit registration packets as well. If there are no seats available, siblings are placed on a “Sibling Priority List” and will receive the next available slot.

Lottery Detail:
Rules: General
1. Definitions: For the purposes lottery rules, the following terms are defined as follows:
a. Manual Lottery refers the selection of applicant names by a random method such as the blind drawing of individual names from a container in sequence until all names in the container have been exhausted.
b. Computer generated lottery refers to the selection of applicant names by a computer program which randomly selects individual names from a database in sequence until all seats are full.
c. Sibling pool refers to the numbered waiting list of siblings.
d. Standby pool refers to all applicants who were not selected to attend the school and who are not in the sibling preference pool.
e. Post-lottery pool refers to all applicants who applied after the pre-lottery period.
2. All applicants who participate in the lottery must participate irrespective of preference status.
3. The lottery will be open to all, and will be easily understood and followed by all observers.
4. Only applications received prior to the end of the pre-lottery enrollment deadline, noon on February 25, 2010, are eligible to participate in the lottery.
5. All applications received after the pre-lottery enrollment period will be placed on a wait list to be chosen from if a seat becomes available.
6. All applicants offered a seat shall be required to affirmatively respond to an offer for acceptance by March 15, 2010 as evidenced by submitting the Registration Packet. Those not responding will be taken off the list and their seat will be offered to the next child on the waiting list.
7. Additional Lottery Policies-
a. If the number of applicants is less than the number of seats anticipated to be available, those applicants will be admitted.
b. If the number of applicants exceeds the number of seats available, a random selection will be conducted for that grade.
c. SIBLING PREFERENCE: Siblings of applicants in another grade who are offered and/or have accepted admission will also be accepted based on availability. If there is no space for a sibling, they will be placed on a sibling preference waiting list which will be ordered by grade starting with the highest grade. After the initial lottery, if a seat becomes available, it will first be filled from this list.
d. When a seat becomes available, after the sibling preference pool has been exhausted, names will be drawn from the remaining applicants in the standby pool, in order chosen during the public lottery.
e. Only when names from the public lottery have been exhausted will names from the post-lottery pool be chosen, in order received.
8. ALL offers of registration shall be made in the order of the lottery results and established Waitlist. NO OFFER SHALL BE MADE TO A STUDENT NOT PROPERLY ENTITLED TO THE NEXT AVAILABLE SEAT.
Rules: Preferences
1. All preference categories shall be published prior to the Lottery.
2. All Applicants entitled to receive a placement preference shall be identified PRIOR to the Lottery.
3. Preference status entitles an Applicant to be offered an available seat ahead of Applicants without a preference status.
4. Students whose parents were actively involved in the development of the charter school have a preference. This number is to remain below 10 percent of the total enrollment.
5. Students who have a sibling currently attending the charter school will receive a preference.
Procedure:
The pre-lottery period must be published in advance of the lottery date regardless of the type of Lottery.
Public Lottery:
1. VISTA will select all applications received during the pre-lottery enrollment period October 1, 2009 - February 25, 2010 for participation in the public lottery.
2. All applications are verified for preference prior to generating lottery labels. (e.g. All siblings are properly linked and verified, etc.) (See Rule 2 above)
3. VISTA board and lottery committee selects the grade levels that will participate based on enrollment numbers. (Number of seats available).
4. VISTA lottery committee will record and number the order in which student names are drawn. The drawing will be done by a neutral third party by computer.
5. Once all numbers are recorded, the lottery will be processed to establish the admission order allowing for all appropriate preferences (siblings and founding parents).
6. Display of lottery results will be posted by website by use of a pass code.
7. VISTA will generate offers of registration, and they will be made available online or for pick-up. (See Rule above regarding Offers not responded to within the designate time frame.)
8. Remaining students are assigned to a standby pool to be placed in the order they were chosen and will be given a seat once the sibling pool has been exhausted.
9. Applicants who applied after the close of the enrollment period will be placed on a wait list. If a seat becomes available they will be chosen according to the order they were received.
10. Notification will be sent to waitlisted students indicating their status, once they are accepted.
11. Students who decline admission or don’t get all registration forms turned in by March 15, 2010 will be marked and the seats that open will be made available to waitlisted or standby students. On the waitlist, the appropriate number of students will be highlighted in the order in which an offer should be made. They will have two weeks from that date to turn in all registration forms or they will lose their seat. Kindergartners must have all registration forms in by March 15, 2010, except immunization forms. Kindergartners will be allowed one additional month to have their immunization forms completed. This applies to Kindergartners ONLY. Immunization records for kindergartners must be turned in by April 15, 2010.
12. SIBLING PREFERENCE: Siblings of students who are sent an offer will move up on their waitlist as appropriate.
13. Students must be five years old by September 1, 2010 to be entered into the lottery for kindergarten.
